A sensible first step toward a productive discussion on any subject is to lay down the
definitions to the key terms in question. Definitions provide consensus around the semantics
and allow us to frame the discourse and rhetoric surrounding a subject, facilitating fruitful
discussions and actionable outcomes.

social enterprise scene. Some definitions can be very specific about what social enterprises
are, how social enterprises come about and what they do, and other definitions tend to be
very loose about what constitutes a social enterprise. The aim of this section is to examine
some of these definitions with the hope of arriving at a workable definition that takes into
consideration the local context of Jordan.
Social Enterprise UK casts a wide net with its definition of social enterprises, by shifting the
discussion away from the product and service being sold, towards how the money generated
is used.
According to Social Enterprise UK, any business can be a social enterprise if it has a social
mission as part of its mandate, and it reinvests or donates profits for social purposes.
Within this view, social impact can be delivered in any number of ways not related to the
revenue making activity itself, such as creation of job opportunities, or donations to solve
social problems specific to their localities. As such, the key difference between a normal
business and a social enterprise is that the positive social change -however broad- is created
intentionally, not incidentally. Social Enterprise UK asserts that for that to occur these
businesses have to be private, transparent, accountable, and able to prioritize their social

of environmental missions.
